This coin was produced by the United States Mint to commemorate prisoners of war.

Coin Designs
The obverse (heads side) design of the 1994 Prisoner of War features a chained eagle within barbed wire.
The reverse (tails) design features the Andersonville, Georgia, National Prisoner of War Museum.
